A Freedom of Information Act (FOIA) request was submitted to Kenosha County on November 4, 2025, seeking records related to building permits issued by the county during the previous month. The request was made under the Wisconsin Open Records Law, §19.31 et seq., and was sent by a representative from Kenosha Reporter, a media organization dedicated to providing accurate news coverage on local governmental affairs.

The request specifically seeks copies of any and all records, reports, or summaries that show building permits issued by Kenosha County in the last month. This includes monthly permit issuance logs or reports, databases or spreadsheets listing building permits issued, and any records detailing permit type, issuance date, project category, or general location such as city or ZIP code. Additionally, any transmittal reports provided to state agencies summarizing county permit activity are also requested.

The requester emphasized the importance of access to public records for media professionals in fulfilling their responsibilities of holding public institutions accountable and ensuring transparency. As a member of the media and part of The Coalition Opposing Governmental Secrecy—a non-profit organization assisting media companies in investigating governmental actions—the requester has sought a fee waiver for this information.

Kenosha County is located in Wisconsin and is home to several educational institutions with high enrollment numbers. For instance, Indian Trail High School and Academy enrolls 2,001 students; Tremper High School has 1,458 students; and Bradford High School accommodates 1,448 students for the 2023-24 school year.
